Zimbra Admin Console

I have problem with Zimbra Admin Console after zxSuite install.
1. I didn't install license file from console
2. When I enable zxMobile module in ZCS Admin console and restart all services from CLI. The Admin console doesn't work I get error
503 Service Unavailable
The server is temporarily unable to service your request due to maintenance downtime or capacity problems. Please try again later.
I try to change zimbraHttpDosFilterMaxRequestsPerSec to recommended value.
I get error
ERROR: service.PROXY_ERROR (error while proxying request to target server: HTTP/1.1 503 Service Unavailable)
- Ubuntu 14.04 x64
- ZCS 8.6.0_GA_1153.NETWORK
Please can you help me with this?
